The relevant deletion banner put by the user has been removed again by himself before your complaint submission to local administrators and stewards. According to his comment about the reversing of his own edit, it sense that he had not proper idea about putting deletion banners on these pages. But you have reversed his edit and put the deletion banner again on the page cannot be accepted since it sense that you have willingness to delete these pages by putting deletion banner over the pages by your own edits.
