• {{PAGESINCATEGORY|Featured articles}} gives 0
• {{PAGESINCATEGORY|Featured articles|R}} gives 0 (no commas)

This behaviour is the same as (and uses) the WP:Magic word "PAGESINCATEGORY". The only exception is that if no parameter is used, the current pagename is used as the parameter.
